Ingredients
4 medium orange bell peppers
1 teaspoon extra-virgin olive oil
1/2 cup finely diced red or yellow onion
1 pound 93% lean ground turkey
1 teaspoon chili powder
1 teaspoon ground cumin
1/2 teaspoon smoked paprika
1/2 teaspoon garlic powder
1/4 teaspoon freshly ground black pepper
1 cup cauliflower rice
1/2 cup no-salt-added black beans, rinsed and drained
1 cup salsa with no added sugar
1/2 cup shredded Monterey Jack or cheddar cheese
1/4 cup water for the baking dish
Instructions
Preheat the oven. Preheat the oven to 375°F.
Prepare the peppers. Cut a thin slice from the bottom of each pepper only if needed to help it stand. Do not cut through to the hollow center.
Cut off the tops approximately ½ inch below the stems. Keep the tops.
Remove the seeds and white membranes.
Carve the faces. Place each pepper on its side on a stable cutting board.
Use a small, sharp paring knife to cut simple triangular eyes and a small mouth into one side. Keep the shapes uncomplicated so the pepper remains sturdy.
The carving is optional and does not affect the recipe.
Soften the peppers. Stand the peppers in an 8- or 9-inch baking dish. Add ¼ cup water to the bottom.
Cover with foil and bake for 10 minutes while the filling is prepared.
Cook the onion. Heat the olive oil in a large skillet over medium heat. Add the onion and cook for approximately three minutes, until it begins to soften.
Cook the turkey. Add the ground turkey. Break it into small, irregular pieces with a wooden spoon. Add the chili powder, cumin, smoked paprika, garlic powder and black pepper. Cook for approximately six to eight minutes, until the turkey is browned and reaches 165°F.
Add the vegetables and beans. Stir in the cauliflower rice and cook for approximately two minutes. Add the black beans and salsa. Simmer for another two to three minutes, until the mixture is hot and most excess liquid has evaporated.
Fill the peppers. Remove the peppers from the oven and carefully pour out any water collected inside them. Divide the turkey mixture evenly among the four peppers.
Add the cheese. Sprinkle two tablespoons of cheese over each pepper.
Finish baking. Return the uncovered peppers to the oven. Bake for 12 to 15 minutes, until the peppers are tender and the cheese has melted.
Add the tops. Place the pepper tops at a slight angle before serving. Do not seal the peppers completely with the tops.
Serve. Allow the peppers to rest for five minutes before transferring them to plates.
Ground turkey must reach an internal temperature of 165°F. Reheated leftovers should also reach 165°F.
The Details That Make These Peppers Exceptional
Why These Turkey Stuffed Peppers Work Beyond Halloween
These turkey stuffed peppers are a complete, flavorful meal rather than peppers created only for their appearance.
The turkey provides protein, black beans add fiber and cauliflower rice extends the filling without refined grain. Salsa, cumin, chili powder and smoked paprika create familiar taco flavor.
After Halloween, the recipe can be prepared in any bell-pepper color without carving the faces.
Choose medium peppers
Very large peppers require substantially more filling and can create oversized portions.
Medium peppers stand more securely and soften within the stated baking time.
Keep the faces simple
Large or complicated cutouts weaken the pepper.
Two small triangular eyes and a simple mouth are enough to create the jack-o’-lantern effect. Slight differences make the peppers look handmade and natural.
Precook the peppers
The filling is already cooked when it enters the oven.
Giving the empty peppers a 10-minute head start ensures they become tender without overcooking the turkey.
Reduce excess liquid
Watery salsa can collect inside the peppers.
Simmer the filling until it looks moist without visible liquid pooling in the skillet.
Rinse the beans
Rinsing removes the thick canning liquid and can reduce some of the sodium.
Use no-salt-added beans when available.
Taste before adding salt
Salsa and cheese both contribute sodium.
The spices provide substantial flavor, so the filling does not automatically require additional salt.
What to Serve with Them
One stuffed pepper can be served as a complete meal.
For additional vegetables or a larger dinner, consider:
A cabbage and lime slaw
Sliced cucumber and radishes
Roasted zucchini
A simple green salad
Steamed green beans
Roasted cauliflower
Fresh tomato salsa
Guacamole in a measured portion
These sides are not included in the main recipe or nutrition calculation.
Ingredient Alternatives
Don’t eat turkey?
Use 93% lean ground chicken.
Prefer a vegetarian filling?
Replace the turkey with one additional can of rinsed black beans and one cup of chopped mushrooms.
This will change the carbohydrate and protein values.
Don’t have cauliflower rice?
Use one cup of finely chopped mushrooms or shredded zucchini. Cook until excess moisture evaporates.
Don’t have black beans?
Use pinto beans or kidney beans.
Want more heat?
Choose a hot salsa or add a pinch of cayenne pepper.
Need a dairy-free version?
Omit the cheese or use a dairy-free shredded cheese that meets individual needs.
Don’t want to carve the peppers?
Prepare them as ordinary stuffed peppers. The flavor and nutrition remain the same.
Make-Ahead Shortcut
Prepare the turkey filling up to two days ahead and refrigerate it in a covered container.
The peppers can be cleaned and carved several hours before baking. Refrigerate them in a covered container so they do not dry out.
Assemble the peppers immediately before baking, or refrigerate the assembled peppers for up to 12 hours.
Add approximately five minutes to the baking time when starting with cold filling.
Storage and Reheating
Refrigerate leftovers in covered containers for up to three days.
Reheat individual peppers in a covered baking dish at 350°F or in the microwave. Heat the center of the filling to 165°F.
The cooked filling can be frozen for up to one month. Freeze it separately and use fresh peppers when serving.
Freezing the complete stuffed peppers is less successful because the peppers become considerably softer after thawing.
Why These Can Support a Diabetes-Conscious Meal
Each pepper combines protein from turkey and cheese with non-starchy vegetables and a measured portion of black beans.
Black beans contain carbohydrate as well as protein and fiber. They should be included when considering the total carbohydrate content of the meal.
The recipe uses cauliflower rice rather than refined rice and contains no added sugar when the salsa is selected carefully.
Check the salsa label for serving size, total carbohydrate, added sugar and sodium. The FDA recommends using the complete Nutrition Facts label when comparing packaged foods.
Individual carbohydrate needs and glucose responses vary. Any side dishes should be considered as part of the complete meal.

Frequently Asked Questions
Will the filling fall through the carved faces?
A small amount of filling can be visible through the openings, which creates the intended effect.
Keep the cutouts small and use a filling that is moist rather than runny.
Can children help carve the peppers?
Children can help choose the faces. An adult should use the sharp knife to cut the peppers.
Can I use taco seasoning?
Yes. Replace the chili powder, cumin, smoked paprika and garlic powder with a lower-sodium taco seasoning.
Check the label for added sugar and sodium.
Can I use precooked turkey?
Yes. Use approximately three cups of cooked ground turkey. Add it with the beans and heat the filling thoroughly before stuffing the peppers.
Why are my peppers watery?
The salsa or vegetables contained excess liquid.
Simmer the filling longer before stuffing the peppers, and pour out any water that collects inside the partially baked pepper shells.
Can I make these in an air fryer?
Yes, if the peppers fit upright. Air-fry the empty peppers at 350°F for approximately five minutes, fill them and cook for another eight to 10 minutes.
Confirm that the filling reaches 165°F.
Can I double the recipe?
Yes. Use two baking dishes and cook the turkey in a large skillet or Dutch oven.
